The Japan Dyestuff and Industrial Chemicals Association (JDICA) has prepared the “Guidelines and Reference Materials for Establishing Management Methods and Conducting Prior Reporting” to support its member companies in implementing voluntary management of polychlorinated biphenyls (PCBs) present as impurities in organic pigments, in accordance with the principles of Best Available Techniques (BAT). These materials are intended to serve as a reference when conducting the required reporting as stipulated in the notices issued on October 6, 2025 (joint notice issued by three ministries) and March 31, 2026, entitled “Handling of Chemical Substances Containing Class I Specified Chemical Substances as Impurities.”
We hope that this document will be useful for those involved in the manufacture and import of organic pigment products, particularly personnel responsible for establishing management methods and carrying out reporting practices.
